This Privacy Policy explains how Choice Technology Solutions, LLC (“Choice Technology Solutions,” “we,” “us,” or “our”) collects, uses, protects, and shares personal information in connection with the Quick PIT field application.

Quick PIT is a field application used by authorized Continuums of Care (“CoCs”), participating organizations, staff, volunteers, and administrators to support Point-in-Time (“PIT”) counts required by the U.S. Department of Housing and Urban Development (“HUD”).

This Privacy Policy is written for field app/application end users. It also explains how information entered into the application about people surveyed during a PIT count is handled when Choice Technology Solutions processes that information on behalf of a CoC.

1. Scope of this Privacy Policy

This Privacy Policy applies to the Quick PIT field application, including the Android app, iOS app, web-based field application, and related application features such as login, survey collection, location capture, waiver capture, offline sync, alerts, and in-app messages.

This Privacy Policy does not govern the contractual relationship between Choice Technology Solutions, LLC and any CoC, participating organization, or other customer. When Quick PIT is used in an official capacity by or on behalf of a CoC, the applicable Master Services Agreement, order form, Data Processing Addendum, Business Associate-style agreement if any, or other written agreement between Choice Technology Solutions, LLC and the CoC or customer organization governs the commercial, contractual, service-level, data-processing, and organizational obligations between those parties.

Quick PIT is intended for use only by U.S.-based Continuums of Care, participating organizations, staff, volunteers, and administrators conducting U.S. PIT counts. The Service is not directed to users outside the United States.

By using Quick PIT, you agree to the collection and use of information as described in this Privacy Policy.

2. Our role, and the CoC’s role

Quick PIT is a multi-tenant platform. Each CoC is a separate tenant, and data associated with one CoC is kept separate from data associated with other CoCs.

For information about people surveyed, observed, or otherwise recorded during a PIT count (“survey respondent data”), the CoC and its participating organizations determine what information is collected and why, consistent with HUD, PIT, HMIS, and local requirements. For that data, Choice Technology Solutions acts as a service provider or data processor, handling the data on behalf of the CoC and under the CoC’s instructions.

For information about Quick PIT field app users, such as volunteers, staff, and administrators who sign in to the application, Choice Technology Solutions collects and uses account, authentication, device, security, and support information as needed to operate and secure the application.

This Privacy Policy does not replace a CoC’s HMIS Privacy Notice, Release of Information, participant consent process, coordinated entry policy, data-sharing agreement, or other local privacy documentation. CoCs are responsible for determining their own legal authority, consent practices, survey configuration, respondent notices, and permitted uses of respondent data.

3. Information we collect about application users

When you register for, are invited to, or use Quick PIT, we may collect:

  • Name and email address.

  • Organization or agency affiliation.

  • CoC membership, role, and access status.

  • Authentication information. Quick PIT may support sign-in with email, Google, Microsoft, Apple, or other supported authentication providers. When you use a third-party sign-in provider, we receive basic profile information such as your name and email address. We do not receive your password from that provider.

  • Device and push-notification information, including push tokens used to deliver count alerts and in-app messages.

  • Location information, when you grant permission, to tag count locations, support mapping, and support reverse-geocoding of coordinates into addresses or approximate locations.

  • Diagnostic, log, and security information, which may include IP address, device type, device name, operating system version, browser or app version, app configuration, crash data, error logs, authentication events, App Check or device-integrity signals, and the date and time of use.

  • Local/offline application data, including cached survey, waiver, location, and sync information stored temporarily on your device so the application can function in the field without continuous connectivity.

We do not collect a phone number for standard field app user accounts unless a future feature or support interaction specifically requests it and clearly explains why it is needed.

4. Information entered about survey respondents

During a PIT count, authorized field app users may enter information about people experiencing homelessness or people included in a sheltered or unsheltered PIT count. The information collected depends on the survey configured by the CoC.

Survey respondent data may include:

  • Name or initials.

  • Demographic information.

  • Date of birth, approximate age, or age range.

  • Social Security Number or partial Social Security Number, if enabled by the CoC’s survey.

  • Household information.

  • Veteran status.

  • Disability-related information.

  • Domestic violence-related information, if included in the CoC’s configured survey.

  • Survey responses about the person’s circumstances, housing status, service needs, or PIT eligibility.

  • Location, ZIP code, address, GPS coordinates, or approximate location where the interview, observation, or sheltered count response was recorded.

  • Program, project, shelter, or site associated with a sheltered count response.

  • Waiver, consent, signature, or acknowledgment information, if enabled by the CoC.

This information is collected for PIT count, HUD, HMIS, reporting, de-duplication, quality-control, and related CoC-authorized purposes. Choice Technology Solutions does not use survey respondent data for marketing.

5. How Social Security Numbers are handled

Because Social Security Numbers are especially sensitive, Quick PIT is designed to minimize how SSN information is stored, displayed, and accessed.

If a CoC-configured survey requests an SSN or partial SSN:

  • SSN information is collected only when enabled by the CoC’s survey configuration.

  • Non-administrative field app users cannot read full or partial SSN information after a survey is submitted.

  • SSN information entered through the field app is stored separately from the main survey response in an access-restricted record.

  • SSN records are write-only from the field app and are not read back to non-administrative users.

  • SSN records are accessible only to authorized CoC administrators or other authorized administrative users for limited purposes such as HMIS export, de-duplication, quality control, or other CoC-directed purposes.

  • When an SSN-bearing response is permanently deleted through supported deletion processes, the associated SSN record is also removed.

Respondents may decline to provide an SSN where permitted by the CoC’s survey rules, HUD/HMIS requirements, or applicable law.

6. How we use information

We use application user information and service data to:

  • Provide, operate, maintain, and improve Quick PIT.

  • Authenticate users.

  • Enforce role-based access controls.

  • Associate users with the correct CoC tenant, organization, role, and count.

  • Support PIT survey collection, location capture, waiver capture, alerts, messaging, offline functionality, and sync.

  • Help CoC administrators monitor count progress and coverage.

  • Deliver count alerts, reminders, and in-app messages.

  • Diagnose errors and troubleshoot support requests.

  • Maintain security, prevent abuse, and protect the integrity of the platform.

  • Comply with legal obligations and enforce applicable terms.

We process survey respondent data only to support the CoC’s PIT count, HUD/HMIS obligations, exports, de-duplication, reporting, quality control, and other CoC-directed purposes. We do not sell, rent, or trade survey respondent data, and we do not use it for advertising or marketing.

7. Location information

Quick PIT may request access to location information so users can record count locations, map survey activity, support reverse-geocoding, and improve PIT count coverage.

You may deny or disable location permissions through your device settings. If you disable location access, some application features may not work as intended, and you may need to manually enter location information.

Location information entered or captured during a PIT count may be considered survey respondent data when it relates to a person interviewed, observed, or counted.

8. Offline storage and device security

Quick PIT may temporarily store information locally on your device so the application can work in areas with limited or no connectivity. Locally stored information may include survey drafts, submitted responses waiting to sync, waiver information, locations, user session data, and sync queues.

Users are responsible for securing their devices with appropriate safeguards, such as passcodes, biometric locks, operating system updates, and reasonable physical control of the device. CoC administrators may revoke application access, but locally cached data may remain on a device until the app syncs, clears its cache, logs out, or is removed, depending on device settings and technical conditions.

If a device used for Quick PIT is lost, stolen, or accessed without authorization, notify your CoC administrator and Choice Technology Solutions promptly.

9. Cookies and similar technologies

The Quick PIT web-based field application and related login features may use cookies, local storage, authentication tokens, or similar technologies for essential functions such as keeping users signed in, maintaining sessions, preventing abuse, and securing the application.

Some service providers may also use cookies or similar technologies for security, analytics, diagnostics, bot-prevention, or authentication purposes.

If you disable cookies or local storage, parts of the application may not work properly.

10. Third-party services and subprocessors

Quick PIT relies on third-party services that may process certain information on our behalf. These may include:

  • Google Cloud Platform, including Firebase and related Google services for hosting, authentication, database, cloud functions, storage, crash reporting, messaging, App Check, maps, analytics, and reCAPTCHA or similar bot-prevention services.

  • Apple, Google, and Microsoft sign-in services, if enabled for authentication.

  • Amazon Web Services, including Amazon SES, for transactional email.

  • Mapping or geocoding providers, which may include Google Maps Platform or OpenStreetMap-related services.

  • Other infrastructure, monitoring, security, or support providers used to operate and protect the application.

These providers process information only as needed to provide services to us or to support the application. Their use of information may also be governed by their own terms and privacy policies.

11. How we share information

We do not sell, rent, or trade personal information. We do not share personal information with third parties for their own marketing.

We may share information:

  • With service providers and subprocessors that help us operate, secure, support, and maintain Quick PIT.

  • Within the applicable CoC tenant, according to role-based permissions and access controls.

  • With CoC administrators or authorized organizational administrators, where appropriate for count administration, support, exports, quality control, or compliance.

  • With the CoC or customer organization that controls the applicable survey respondent data.

  • When required by law, subpoena, court order, legal process, or governmental request.

  • When reasonably necessary to protect the rights, safety, privacy, or security of users, respondents, CoCs, the public, Choice Technology Solutions, or the application.

  • In connection with a merger, acquisition, financing, reorganization, or sale of assets, subject to appropriate protections for personal information.

12. How we protect information

We use commercially reasonable administrative, technical, and organizational safeguards designed to protect personal information. These safeguards may include:

  • Encryption in transit and at rest through cloud infrastructure.

  • Role-based access controls.

  • CoC tenant separation.

  • Authentication and authorization controls.

  • App-integrity, device-integrity, and bot-prevention checks.

  • Logging and monitoring for security and reliability.

  • Restricted access to SSN records.

  • Automatic cleanup of associated SSN records when supported deletion processes permanently delete an SSN-bearing response.

  • Tamper-evident signed waiver records, where enabled, which may capture rendered waiver text, signature information, device information, timestamps, and a cryptographic hash of the signed content.

No system can be guaranteed to be completely secure. Users should protect their account credentials, secure their devices, and promptly report suspected unauthorized access.

13. Data retention and deletion

We retain personal information for as long as needed to operate Quick PIT, support the applicable CoC’s count, comply with legal, contractual, HUD, HMIS, audit, and recordkeeping obligations, resolve disputes, enforce agreements, and maintain security.

Survey respondent data is retained, exported, deleted, or de-identified according to the CoC’s instructions, applicable agreements, and applicable requirements.

When a field app user account is deleted, we remove or de-identify account information where reasonably possible and may retain limited audit, security, transaction, or deletion records as needed for legitimate business, legal, contractual, or security purposes.

Local/offline data stored on a user’s device may remain until the app syncs, clears its cache, logs out, or is removed, depending on the device, operating system, and application state.

Backup copies, logs, and security records may persist for a limited period according to backup, disaster recovery, audit, or security practices.

14. Children and minors

Quick PIT field app user accounts are intended only for adults who are authorized to participate in or administer a PIT count. We do not knowingly allow children under 13 to create field app user accounts.

PIT counts are designed to include people experiencing homelessness, including minors, unaccompanied youth, and minors in families. As a result, authorized adult users may enter information about individuals under 18 as part of a CoC-directed PIT count. That respondent information is handled as confidential survey respondent data.

If you believe a child has created a Quick PIT field app user account, contact us so we can take appropriate action.

15. Privacy rights and requests

Depending on where you live and which laws apply, you may have rights to access, correct, delete, restrict, or opt out of certain uses of your personal information.

Field app users may contact us to request access to, correction of, or deletion of their account information.

Survey respondents should direct requests about PIT survey data to the CoC, participating organization, shelter, outreach team, or service provider that collected the information. Because the CoC controls survey respondent data, Choice Technology Solutions will support the CoC in responding to verified requests as required by applicable law and applicable agreements.

We do not sell personal information or share personal information for cross-context behavioral advertising.

16. Data breach notification

If we discover a security incident involving personal information, we will investigate promptly, take appropriate steps to contain and remediate the incident, notify affected CoCs or other data owners without unreasonable delay and consistent with applicable law and applicable agreements, and support legally required notices to affected individuals, regulators, consumer reporting agencies, or other parties as required.

Any specific contractual breach-notification timeline between Choice Technology Solutions, LLC and a CoC or customer organization is governed by the applicable Master Services Agreement, Data Processing Addendum, or other written agreement.

17. Email communications

We may use your email address to send service messages, account notices, invitations, security alerts, support responses, training information, and platform updates.

We may still send essential service, security, administrative, or count-related messages even if you opt out of non-essential communications.

You may unsubscribe from non-essential emails by following the instructions in the email or by contacting us at [email protected].

18. U.S.-only use

Quick PIT is intended only for use in the United States by U.S.-based CoCs, participating organizations, staff, volunteers, and administrators conducting U.S. PIT counts.

The application is not directed to users outside the United States. Do not use Quick PIT outside the United States unless Choice Technology Solutions has expressly authorized that use in writing.

19. Changes to this Privacy Policy

We may update this Privacy Policy from time to time. If we make changes, we will post the updated Privacy Policy and update the effective date or last updated date.

Your continued use of Quick PIT after an updated Privacy Policy becomes effective means you acknowledge the updated Privacy Policy.
